Special VFR (SVFR) in Class B/C/D/E surface areas requires:
A.
An IFR rating and an IFR-equipped aircraft
B.
An ATC clearance, 1 SM visibility, and clear of clouds — at night, an instrument rating and instrument-equipped aircraft are also required
C.
No special clearance — SVFR is a self-declared operation at the pilot's discretion
