When an instrument or piece of equipment is found inoperative, the pilot should first determine:
A.
Cancel — all installed equipment must be operational
B.
Whether the equipment is required by regulation, the aircraft's equipment list/MEL, or the flight conditions — if not required and properly deactivated per 91.213, the flight may proceed
C.
Placard it 'INOPERATIVE' and proceed without further action
